This report, published in March 2010, builds on and develops New Horizons, the new national vision for mental health in England for 2010 and beyond. New Horizons set out a cross-government and cross-sector programme of action to advance the linked aims of:
- Improving the mental health and wellbeing of the population
- Improving the quality and accessibility of services for people with poor mental health

It sets out the argument and evidence base for prioritising well-being, and provides a systematic approach to improving mental well-being with selected evidence-based approaches and interventions that have been shown to be effective across the life course, and across key public health domains.
